Community Land Management Plan and 'Spad Street Reserve' Design Approved

At its meeting of 27 March 2023 Council endorsed the Community Land Management Plan and final reserve concept design for the new reserve in Albert Park, temporarily named 'Spad Street Reserve'. Nearly all respondents to the consultation on the draft Community Land Management Plan supported the Plan, and all feedback and comments primarily related to support and gratitude for the return of open space to the community in the surrounding areas. Some requests were made to ensure that the space can be used for local, community activity such as events, activities or community gatherings. We're pleased to share that all of these types of activities are supported in the Plan.

Next Steps

The next stage of this project relates to final community notification and construction of the new reserve. The reserve project will now proceed to detailed design and procurement of goods and services. We will be in touch with all consultation participants and residents and property owners within the surrounding area when detailed design has been completed and a timeframe for construction has been determined. This is likely to occur in June.

While we continue to make final site preparations and undergo detailed design, we anticipate reserve construction will commence in August 2023.


Your feedback on the draft CLMP


Thank you to everyone who submitted feedback on the Draft Community Land Management Plan (CLMP) for the land temporarily named "Spad Street Reserve".

We engaged with the community from Thursday, 19 January 2023 to Friday, 17 February 2023 on the draft CLMP, which will allow this land to be designated 'community land' and enable the construction of the new reserve on the corner of Spad Street and Farman Avenue, Albert Park.

A total of 37 unique feedback form contributions were received (5% participation) in response to the draft CLMP during the engagement period, with a 97% support rate. Below is a high-level summary demonstrating the outcomes of community engagement. Council will now consider a decision report on the community engagement outcomes of the CLMP and draft reserve concept plan for the Spad Street Reserve at its meeting of Monday, 27 March 2023 (link to this Council report below). We will be in touch with all participants of the consultation process and neighbourhoods surrounding the reserve to share the outcome of Council's final decision and future reserve activity.
