Final Plan and Construction Update for Spad Street Reserve, Albert Park

Thanks for your patience, Albert Park and Hendon, while we have been busy in the background working to finalise the design and construction details for the new reserve on the corner of Spad Street and Farman Avenue in Albert Park.

Since community consultation and Council endorsement of the site's Community Land Management Plan and the reserve design late March 2023, we have:

Run a tender process and awarded a construction contractor;
Consulted with Kaurna on the reserve plan;
Completed detailed reserve design; and
Procured and ordered materials and reserve/play equipment, which takes approximately 12+ weeks lead time to delivery.

A final reserve design, as informed by you during the consultation and fine-tuned since its approval by Council, is now available (see below).

Construction of the reserve has been scheduled to commence next year (late Jan/Feb 2024) and expected completion is by the end June, if not earlier.

In the interim, we will be putting dust suppression measures in place to minimise dust as we head into the warmer months and installing banner mesh around the temporary fence for visual amenity.

The final reserve plan has no significant changes from the Council-endorsed plan that we shared with you late April 2023. Key things you may notice include the changed entry gate location (based on safety concerns in your feedback), grassed verges and meandering footpaths on Spad Street, large trees moved away from neighbouring property fences, and inclusion of Kaurna-influenced native planting and art. We hope you love the design as much as we do, and we can't wait to see the reserve come to life in early 2024 when construction starts.

Community Engagement Results - Draft Reserve Plan

We engaged with the community from Thursday, 19 January 2023 to Friday, 17 February 2023 about the new reserve to be developed on the corner of Spad Street and Farman Avenue, Albert Park. A total of 49 unique feedback form contributions were received (6% participation) in response to the draft concept plan during the engagement period. We also had 33 people in total attend an in-person drop-in session and 10 unique engagements with the online Your Say gather tool activities. Below is a high-level summary of what we heard about the draft reserve design, and the outcomes of community engagement.

Council approves 'Spad Street Reserve' Design and Community Land Management

At its meeting of 27 March 2023 Council endorsed the final reserve concept design and Community Land Management Plan for the new reserve in Albert Park, temporarily named 'Spad Street Reserve'. The final reserve design was informed by feedback received on the draft concept design during consultation with the community (summary below). Some requests received had been identified as outside the scope of this project early on and were not able to be considered at this time.

The City of Charles Sturt, through the Open Space Strategy, has identified a need for additional open space in Albert Park. A new reserve will be developed at the corner of Spad Street and Farman Avenue, through the purchase of land previously owned by the SA Housing Authority and Unity Housing Company.

The reserve consultation had 2 parts:

The development of a new Community Land Management Plan (CLMP) for the site, as required by the Local Government Act 1999.
Development of a draft concept design for the new reserve, that was consistent with council’s requirements for a ‘neighbourhood’ reserve of this size.

Consultation commenced at 9.00am on Thursday, 19 January 2023 and was open for 4 weeks, closing at 5.00pm on Friday, 17 February 2023.

Council allocated $1.145 million in funding and also secured over $1.9 million from the State and Federal Governments, to purchase the land and enable the construction of the new reserve.

The draft concept design was developed by council’s landscape architects and included features that are consistent with a ‘neighbourhood’ reserve of this size (approximately 3,150m2). The design also considered the available budget, including clearing the site, installation of below-ground infrastructure (e.g. irrigation and power) and above-ground features (e.g. playground, footpaths, landscaping, etc).

Gordon Reserve is located at the corner of Gordon Street and Willowie Street, Albert Park, approximately 500 metres south of the Spad Street site. It includes play equipment for primary school aged children, basketball and netball half-court and a bicycle track for young people, a shelter with picnic table and seating, a drinking fountain, and grassed areas.

Clarice Sutherland Reserve is located at the intersection of De Haviland Avenue and Vickers Avenue, Hendon, approximately 350 metres west of the Spad Street site. It includes play equipment for toddler to primary school aged children, a BBQ, shelter with picnic table and seating, drinking fountain, footpath and grassed areas.

Butler Reserve is located at the intersection of De Haviland Avenue and Vickers Avenue, Hendon, approximately 350 metres south of the Spad Street site. It includes a grassed area with a formal garden bed, seating and a BBQ.

The concept design was a draft only - something to start off with and get your creative ideas flowing.

Council staff collated your feedback during the open consultation period, including discussions with and suggestions from the community. This information was provided to the designers and was considered in the final design stage (dependent on budget constraints).

A number of small changes were made, and additions or provisions made during the final design stage to accommodate suggestions and concerns we heard from the community.

We wanted to ensure a fun and functional reserve for the community now and into the future.

Construction of the reserve was initially expected to commence in mid to late 2023, however project delays and market conditions meant this was not possible.

We can now confirm that based on contractor availability and material/equipment supply lead times, construction will start in the New Year in early 2024 and we will be pushing for completion by end June 2024, if not earlier.

Efforts will be made to ensure minimal disruption to residents.

A final design and construction notification will be sent be sent to residents within the catchment area surrounding the reserve. We will also reach out to all consultation participants and page followers to share this update.
