Amplitel amended lease request approved

Council resolved to approve Amplitel's 20-year exclusive lease request over a portion of land (approx. 10m x 8m) in Grange Recreation Reserve. This decision follows 2 stages of engagement with community on the proposal, including on the updated lease location within the reserve in response to community concerns raised in the first stage of engagement in late-2024.

The summarised resolutions of the Strategic & Engagement Committee of 19 May 2025, and endorsed by Council on 26 May 2025 are:

  1. Council note the outcomes of the stage one and stage two community consultation.
  2. Council endorse the (amended) location within Grange Recreation Reserve as the leased area for use by Amplitel Pty Ltd for the proposed construction of telecommunications infrastructure.
  3. Council resolve to grant Amplitel Pty Ltd a 20‐year exclusive lease for the area shown in Appendix 1 for the purposes of constructing and operating telecommunications infrastructure in accordance with section 202.
  4. That the Chief Executive Officer is authorised to approve commercial lease terms and execute or deal with any documents required to deliver this resolution if development approval consistent with this lease is granted.
  5. That, notwithstanding this resolution, the applicant is required to acquire development approval in line with the Planning, Development and Infrastructure Act 2016 which may result in further public notification and the imposing of additional conditions relating to the proposed infrastructure.

During the engagement, we heard several objections to the lease proposal that related to proposed future infrastructure (eg the telecom tower) such as health concerns and visual intrusion and amenity impacts. Some of these concerns are responded to in the staff recommendations report, while matters related to the look or perceived intrusion of the proposed infrastructure can be raised as part of Amplietl's Development Application (DA) process.
