Draft Master Plan concept for Jubilee Reserve

On 23 February 2026, Council endorsed a draft Master Plan concept for Jubilee Reserve as the preferred design to progress to the next stage. Following that decision, we have lodged an application with the Federal Government for $5 million in funding, worked with our architects and design team, and held meetings with Jubilee Reserve site user groups.
During March and April 2026, detailed discussions with site users have covered design and operational matters such as seasonal sports field layouts, fencing, lighting, safety, storage, access, traffic movement, parking and how the reserve can support shared community use. A site survey has also been carried out to support the next stage of planning.
The draft Master Plan concept includes a dedicated senior soccer pitch, upgrades to lighting and facilities, improvements to Club West Lakes, and changes to the layout of existing sporting areas to support shared use and long-term sustainability. Importantly, the senior pitch will remain available for community use when it is not being used for training or games.
Elements of the Master Plan
- A dedicated senior soccer pitch with retractable fencing over Bowling Green "C" and portion of the existing sports field. C Green has not been played on for a number of years. West Lakes Bowling Club will continue to use Bowling Greens "A" and "B" as they do now.
- The dedicated senior soccer pitch will be available for local community recreation when not used for training or games.
- Retractable fencing of the dedicated soccer pitch is planned, similar to that proposed at St Clair Reserve (see example images below).
- Changes to the layout of existing sporting areas to support shared use across Jubilee Reserve.
- Upgrades to lighting and facilities, including lighting of the pedestrian tunnel under Bartley Terrace that provides a valuable link between Jubilee Reserve and West Lakes Sports Centre.
- Improvements and an extension to Club West Lakes.
- An updated governance management model that accommodates Club West Lakes (and its affiliated clubs) and the Adelaide Jaguars.

What happens next?
The next round of community consultation is planned to commence in May 2026. Local residents will receive information in their letterbox, and signs will be placed around the reserve to highlight the next stage of consultation.

The Opportunity
A recent Federal Government funding pledge has created an opportunity to explore the potential redevelopment of Jubilee Reserve, together with our community.
Following the June 2025 federal election, Hon Mark Butler MP, Federal Member for Hindmarsh, shared his election commitment to invest $5 million to secure a home for the Adelaide Jaguar's Women's Soccer Club at Jubilee Reserve within his electorate. His vision for a potential redevelopment included:
- A dedicated, fenced full-sized senior soccer pitch and additional pitches (including realignment of existing grounds and pitches) to meet competition standards
- New and upgraded sports lighting
- New female-friendly changerooms
- Improved clubroom, function, and/or community spaces for Club West Lakes (to support existing and new users including accommodating the Adelaide Jaguars Women's Soccer Club)
- Other facilities to support match participation and enhance inclusivity, accessibility, and overall site amenity.
This pledge was based on years of lobbying and requests for support from the Adelaide Jaguars Women’s Soccer Club. As a result of the funding pledge, the City of Charles Sturt is eligible to apply for up to $5 million for the redevelopment of Jubilee Reserve under the Government’s new Major and Local Community Infrastructure Program (the program). The program aims to deliver vital community and sporting infrastructure, open space improvements and other community priorities that build resilient communities, improve community amenity, accessibility and liveability, and support local economic growth.
Jubilee Reserve
Located on Hawkesbury Way, West Lakes Shore, Jubilee Reserve is a valued community space used for sport, recreation, and social activities. Jubilee Reserve services a mix of community and sporting clubs and associations, local residents, and other visitors to the area.
Clubs, groups and associations that have a formal arrangement to use Jubilee Reserve are referred to as the 'site users'.
Community Engagement - Stage 1
We established this project page on Your Say Charles Sturt in September 2025 with an early engagement activity to capture initial community sentiment. We asked "What's important to you about Jubilee Reserve?".
In October 2025, we invited our community to take part in an online survey and share what they value about Jubilee Reserve, now and in the future. The survey opened on Tuesday 21 October 2025 and closed on Wednesday 19 November 2025.
Information about the proposal and survey was circulated to 2,500 households in the local area, signs were placed at Jubilee Reserve, displays were set up in four locations and promoted via Council websites.
We also met with the site users who regularly use Jubilee Reserve for organised sport and community activities under licence or permit arrangements with Council, to discuss their existing and future needs. A design workshop was held in December 2025 for existing site user group representatives, council staff and our design team to discuss possible future 'what-if' scenarios.
Community and site user inputs informed the creation of the draft master plan concept considered by Council at the Monday 23 February 2026 Council Meeting.
