Background

Following the June 2025 federal election, Hon Mark Butler MP, Federal Member for Hindmarsh, shared his election commitment to invest $5 million to secure a home for the Adelaide Jaguar's Women's Soccer Club at Jubilee Reserve within his electorate. His vision for a potential redevelopment included:

  • A dedicated, full-sized senior soccer pitch and additional pitches (including realignment of the existing grounds and pitches)
  • New and upgraded sports lighting
  • New female-friendly changerooms
  • Improved clubroom, function, and/or community spaces for Club West Lakes (to accommodate the Jaguars)
  • Other facilities to support match games and to enhance inclusivity, accessibility, and site amenity.

This pledge was based on years of lobbying and requests for support from the Adelaide Jaguars Women’s Soccer Club.

The Opportunity

As a result of the funding pledge, the City of Charles Sturt is eligible to apply for up to $5 million for the redevelopment of Jubilee Reserve under the Government’s new Major and Local Community Infrastructure Program (the program). The program aims to deliver vital community and sporting infrastructure, open space improvements and other community priorities that build resilient communities, improve community amenity, accessibility and liveability, and support local economic growth.

At this stage, no funding commitments or applications have been made, and we have not started any formal community consultation. A report was put to the Strategic and Engagement Committee on 15 September 2025 to outline the funding opportunity and seek approval to start community engagement. This report was then approved by Council at its meeting last night, 22 September. We are now preparing to engage with all stakeholders and the community in the coming weeks.

Located on Hawkesbury Drive in West Lakes Shore, Jubilee Reserve is a vital open space for the western suburbs that services a mix of community and sporting clubs and associations, local residents, and other visitors to the area. It's a popular place to play organised or recreational sport, have social events, enjoy the green space and be active, or to enjoy the Club West Lakes facilities.

The site supports:

  • Club West Lakes (including West Lakes Tennis, Croquet, Bowling and Bridge Clubs).
  • The Adelaide Jaguars Women’s Soccer Club
  • North West Junior Soccer Association (incorporating affiliated schools)
  • SMOSH West Lakes Football Club
  • Henley and Grange Baseball Club
  • Port Adelaide Softball Club Peninsula Pirates Cricket Club.
  • West Lakes Shore Primary School R-7

These clubs, groups and associations are referred to as the 'site users'. They regularly use the Reserve or grounds through a licence or permit arrangement with the City of Charles Sturt.
