The concept plan includes:

The hub will be on one level (unlike the current library).
Access to the building from Seaview Road, North Street and from the car park.
7 community activity spaces of varying sizes including a community kitchen, an undercover outdoor space and a dedicated creative space on the Town Hall stage. These spaces will be available for community groups to use as well as for activities programmed by the hub.
The room previously known as the learning room and prior to this was the Henley Council chambers will be used as a community activity space. There is an opportunity to recognise the previous history and former use of the building in its fitout.
Ability to access the venue after hours.
Spaces to study, read and relax.
An outdoor space.
Amenities including baby change room facilities.
The Soldiers Memorial and Henley Historical Society room on Seaview Road.

The concept plan will enable us to offer:

Library resources and services such as:
- Book, CD and DVD collection
- Magazines and newspapers
- Access to computers and an array of technology
The free bike service
Art Displays
- There will be display cabinets and hanging space for art exhibitions
Programs for the community that support social connection such as:
- Cooking and nutrition
- Fitness and wellbeing
- Creative classes
- Early literacy
- Digital literacy
