Project Background

As part of the Woodville West Open Space and Parking Review, we heard through the community concerns about road safety on Elizabeth Street.

Residents told us they were concerned about:
  • Road safety on Elizabeth Street between Todville Street and Nicholls Terrace
  • Poor visibility around the bend, especially when cars are parked
  • High traffic volumes during peak times
Why changes are being proposed

When both sides of Elizabeth Street are filled with parked cars, there isn't enough room for two cars to pass each other safely. Although this is a common on local streets, the bend makes driving difficult, especially during peak hours. Our traffic data confirms that Elizabeth Street carries the majority of the through traffic in this area.

The options we are proposing will help by:

  • Managing parking to create more space for vehicles to pass. This will reduce parking availability during peak hours and may result in increased parking pressures on surrounding streets during peak hours.
  • Reducing through‑traffic by redirecting some vehicles to other nearby streets with more capacity.

Proposed Options

Option 1 - Parking Controls

Option 1 - Parking Controls

This option proposes parking restrictions on the northern side of Elizabeth Street, between Todville Street and Nicholls Terrace, during peak times only.

This would reduce parking availability during peak hours and may increase parking pressure on nearby streets at those times.

How this helps:

  • Improves visibility around the bend
  • Creates enough space for two-way traffic during busy periods

Things to consider:

  • Parking would still be available outside peak hours and all day on weekends
  • Parking demand may increase on surrounding streets during peak times

Option 2 - Half road closure at Nicholls Terrace

This option would prevent vehicles from entering Elizabeth Street from Nicholls Terrace when travelling east. It could be introduced as a temporary trial.

How this helps:

  • Reduces two-way traffic on Elizabeth Street between Todville Street and Nicholls Terrace
  • Improves safety and ease of travel along this section of the street

Things to consider:

  • Two-way traffic would still operate on Elizabeth Street west of Todville Street and at the Todville Street roundabout.

Option 3 - Retain existing conditions

Under this option, Elizabeth Street would remain unchanged, with no adjustments to parking or traffic movements.
