      St Clair Oval 2: Main Pitch Boundary Fence Proposal

      What's proposed and why?

      The City of Charles Sturt is proposing to install mesh sports fencing to sections of the main pitch, only, on St Clair Oval 2. This proposal includes:

      • A 1.8m high perimeter fence with several built-in sliding panels that (when retracted) will create large openings for community access to the main pitch when it's not in use for structured sport or match games.
      • A 1m pitch fence with access gates, to protect spectators on the facility side from the field of play.
      • Back stops up to 3.6m incorporated into the perimeter fence at each end of the pitch, as required.
      • Pedestrian gates to access the grounds during structured sport, or official match days (if spectating).

      The purpose of the proposed fencing is to enable competitive football (soccer), while supporting the ongoing shared use of, and access to the pitch by Woodville High School, Adelaide Vipers Football Club, and the broader community.

      The fence design has been carefully considered to meet the needs of all users and maintain accessible open space in St Clair, while complementing planned future upgrades to Oval 2 and the wider precinct. More about this under Design Features on this page.

      Council approved this proposal for community consultation on 10 November 2025 (Item 6.2), at the same time that the updated St Clair community facility and precinct concept plans were considered.

      Final concept plans for the 2024 proposed community facility on Oval 2 have now been approved, along with plans for additional precinct upgrades.

      Design features

      The sports fence will have a modern look and use a mesh-like material to maintain visibility of the green space, pitch and facilities.

      The limited sections of perimeter fence will be a maximum of 1.8m high, except where existing back stops will be replaced and integrated into the perimeter fence up to 3.6m high. The existing back stop netting on St Clair Avenue will be integrated in any new fencing, due to ongoing weather and is often vandalised. The northern end of the pitch uses the existing tennis court fence as an informal back stop.

      Why is there fencing around the main pitch on Oval 2 already?

      This is temporary fencing that was put up while we did turf (lawn) and drainage improvements to the main pitch on Oval 2. This fencing will stay in place temporarily to limit use of Oval 2, preventing damage to the turf and roots during establishment.

      While it is unrelated to the current proposal, it is useful to demonstrate the approximate main pitch boundary.

      Why is Council considering a fence around the main pitch?

      A report was recently presented to Council to consider redesigned concept plans for the proposed community facility on St Clair Oval 2. The updated plans reflect a modern, functional and muti-use facility to support a growing community and competitive sport.

      As part of this report, a request to incorporate a boundary fence that would contain the grounds of the main pitch and community facility was also presented. This addition would enable the future upgrades to Oval 2 to meet Football SA venue and infrastructure requirements. It also ensures a facility and grounds that can meet the future needs of all existing Oval 2 users.

      The aim of the proposed fence design was to support the existing use arrangements on Oval 2 (shared between school, sport and community), and to prioritise visibility of, and access to the main pitch grounds at any time it was not in use for structured sport.

      Who will have access to the fenced main pitch?

      We have a shared-use agreement with Woodville High School for the Oval 2 grounds. This means that Woodville High School have priority access to the Oval 2 main pitch during school hours.

      Outside of school hours, Adelaide Vipers Football Club have a licence agreement for use of Oval 2, including the main pitch. However, whenever there is no structured sport happening on the main pitch, it's available for general public/community use.

      These arrangements will not change, even if a fence is approved for the main pitch boundary. The main difference will be the ability to close the sliding panels in the fence to formally restrict public access when structured sport of official matches are in play.

      If approved, will the fence be installed right away?

      No.

      If approved, a funding request will need to be made and considered by Council, and possibly also by other external sources. This funding will be considered as part our 2026/27 Annual Business Plan and Budget Process.

      We would expect that fencing would be installed around the same time as the community facility and/or cricket practice net development, but this will be largely dependent on the timing of any funding approved and contractor availability.

      We will share more updates about the future development to Oval 2 when we know more.

        If the fencing proposal is supported by the Council, construction is likely to occur alongside other planned development of Oval 2 (eg the community facility and /or upgraded cricket nets), though this will be dependent on the timing of funding and other project works. We don't expect any future works to Oval 2 to start before 2026/27.

Social Pinpoint may use your personal information for those purposes, any other purpose listed on a collection statement at the point of collection or in any other way made clear at the time of collecting the personal information.

      How does Social Pinpoint collect personal information?

      What personal information does Social Pinpoint collect?

      Social Pinpoint collects the types of personal information required to assist with providing Social Pinpoint’s services.

      We may collect information from you when you sign-up for the platformsite, leave feedback or otherwise input data. Required information may include personal information such as your name, phone number, email and suburb.

      By providing an email address you help us protect the integrity of the discussion from individuals and groups who may attempt to unduly influence the outcomes of the consultation process. For example, we check the database to ensure each user has a single email account on the site. We also frequently review the site for trolls and spammers.

      How does Social Pinpoint use your personal information? To whom will it be disclosed?

      Social Pinpoint may use your personal information for the primary purpose for which it was collected, i.e. the purpose specified in a privacy collection statement or the purpose that could be reasonably expected at the time the information was collected. Social Pinpoint may also use your personal information for a secondary related purpose.

      By submitting your personal information, you consent to Social Pinpoint using it to:

      Social Pinpoint encourages you to provide updates so that Social Pinpoint has accurate, current and complete information. You may correct any errors or request that Social Pinpoint deletes all or some of your personal information. You may also opt out of any further contact from us.

      Does Social Pinpoint use “cookies”?

      Yes. When you use Social Pinpoint’s website(s), Social Pinpoint or its IT service providers may obtain information using technologies such as cookies, tags, web beacons, and navigational data collection (log files, server logs, and clickstream data).
