We are seeking community feedback on a request we have received to sell a portion of community land at Parfitt Square Reserve, Bowden

We have received a request from the adjoining property owner at 109, Drayton Street, Bowden to purchase a strip of community land that is fenced off from the rest of Parfitt Square.

Following receipt of this request, Council resolved to commence a community land revocation process so that this request can be considered fully. The process includes seeking community feedback on the proposal to revoke and sell a portion of community land. At the end of the community land revocation process, Council will be presented with a report outlining the results of community engagement and recommendations and Council will then be in a position to determine whether a formal request for community land revocation should be made to the Minister for Local Government.

Existing situation

Parfitt Square Reserve Bowden is a local reserve managed within provisions of a community land management plan. It is bounded by Thirteenth Street to the south, Drayton Street to the west, Fourteenth Street to the north, and housing to the east.

Parfitt Square Reserve is a community recreational space that features a large open area and well-equipped playground facilities. The reserve provides a range of amenities for public use, including drinking taps and fountains, picnic tables, seating areas, and shelter. The space is enhanced by public and community art installations, making it a welcoming destination for local residents and families.

Next to the area known as Parfitt Square Reserve is a fenced-off piece of community land. This fenced strip of land has a frontage of 3 metres to Drayton Street and adjoins a privately owned residential property located at 109 Drayton Street, Bowden. The strip of land is not publicly accessible, instead it provides access to a storage shed and informal permission has been provided in the past for the previous property owners to park their vehicle on in recognition of an agreement made with the former City of Hindmarsh and Woodville in 1994.

The present property owner of 109 Drayton Street, having acquired the property in 2022, contacted Council to commence discussions to purchase the land.

Proposal to purchase land

The property owner at 109 Drayton Street is seeking to purchase the fenced strip of community land and integrate the land area within their property. The proposed use includes developing a single width carport to house two off street vehicles and equipped with electric vehicle charging facilities, along with creating additional private outdoor space to complement their planned home renovations. The sale would result in a reduction of community land at Parfitt Square Reserve in the order of 1.7% of the total green space. The broader Parfitt Square Reserve would remain unaffected and continue to serve the community as green space as it does now. Any proceeds from the sale of the fenced strip of land would be directed toward supporting ongoing Council services.
