We're now seeking feedback on the proposed concept before progressing to detailed design.

Your input will help us refine the project and ensure the final design reflects the needs of the local community.

This project is about more than renewing infrastructure. It is an opportunity to create a safer, greener and more accessible street while completing the long-term vision for Eleventh Street and supporting the continued evolution of the Bowden neighbourhood.

What we are proposing:

In response to community feedback and further investigation, we’re proposing to:

  • Renew the road, kerb and gutter to complete the final section of Eleventh Street.
  • Upgrade the footpath along the northern side of Eleventh Street to improve accessibility.
  • Underground services and remove stobie poles where feasible on the northern side of the road to support a wider, more accessible footpath.
  • Install a continuous pedestrian crossing at Drayton Street to improve safety and connectivity.
  • Temporarily remove and replant existing mature trees where possible. This trial approach aims to retain established trees while works are completed.

What we heard:

What we heard from the Issues and Opportunities consultation:

Below is a very brief overview of what we heard. If you would like to read more, please visit the document library for the full Community Engagement Report.

What's happened so far?

We invited feedback from anyone who lives, works or owns property in or near Eleventh Street, Bowden or who travels through the area about how the street could be improved in May 2026.

We are particularly interested in hearing your thoughts or ideas about:

  • Street appeal and the overall look and feel of the street.
  • Ease of active transport for people walking, cycling, driving (or similar)
  • Street Trees and Verges
  • Parking and Traffic
  • Safety and Accessibility

You're welcome to share other general feedback about the street unrelated to the elements listed above and we will note your feedback or requests for consideration, however the categories listed above are a primary focus for potential improvements in future.

Since the commencement of the Bowden Urban Village development and associated renewal initiatives, Council has adopted a coordinated approach to delivering streetscape improvements across the precinct. This investment has included road reconstructions, streetscape renewals, upgraded pedestrian connections, new street tree planting, traffic management initiatives and public realm improvements that support the ongoing transformation of Bowden from a predominantly industrial area into a vibrant mixed-use urban neighbourhood.

Importantly, the remaining section of Eleventh Street between Gibson Street and Drayton Street contains a mix of residential properties and commercial businesses. As a result, the street performs a broader role than a traditional local residential road, supporting residents, workers, customers, visitors and business activity.

As Bowden continues to evolve and residential densities increase, there is a growing need for infrastructure that safely accommodates a diverse range of users while providing an attractive, accessible and functional public realm.
