Help shape the Urban Employment Zone Development Plan Amendment

Council has prepared the draft Urban Employment Zone Development Plan Amendment (DPA) to replace the Industry Zone in the Charles Sturt Council Development Plan with the Urban Employment Zone Module from the South Australia Planning Policy Library (SAPPL).

A key objective of the draft DPA was to investigate the introduction of new policy from the SAPPL for land contained within the Industry Zone. In turn, this will provide for increased flexibility of appropriate land uses within the zone that can generate employment opportunities for the City.

Key policy changes proposed through the draft DPA include:

  • Replace the Industry Zone with the Urban Employment Zone Module from the SAPPL
  • Maintain the current Industry Interface Area with proposed amendments
  • Introduce a Core Industry Policy Area to formalise the existing areas not identified as Industry Interface Area
  • Introduce a Main Road Commercial Policy Area to provide greater land use flexibility along the fringes of the zone where adjacent to arterial roads
  • Expand the existing Bulky Goods Policy Area in Royal Park and introduce a new proposed Bulky Goods Policy Area in Woodville North (adjacent to Torrens Road) to provide greater investment attraction opportunities
  • Amend Table ChSt/1 – Conditions for Complying Development in relation to industrial land uses to address the usability of the compliance criteria/conditions and achieve consistency with the SAPPL.

We are now seeking community feedback on the proposed amendment.

  • Hi there, Will these proposed amendments to the Industry Zone have any affect on Residential properties within the Zone? We own a residential property on Frederick Street, Welland (Welland Precinct, secondary Industrial precincts) and would strongly support any amendments which would benefit residential properties in the area.     Thanks for your question Tanja. 

    The policy amendments proposed in the draft Urban Employment Zone DPA do not alter the current policies of the Industry Zone with regards to existing dwellings located in the Zone. 

    Existing dwellings enjoy existing use rights and the draft policy will still allow alterations and dwelling extensions to occur subject to development approval.  

    As with the current Industry Zone the draft Urban Employment Zone DPA does not encourage new dwellings in the zone so as to retain the land for employment land uses.
