Draft Community Plan 2016-2027

Consultation has concluded


We are currently reviewing the City of Charles Sturt Community Plan 2016-2027 and invite you to submit feedback.

The Community Plan is our lead strategic document. It was launched in 2013 following consultation to determine the community’s vision and ambitions for Charles Sturt. The plan sets out how we plan to achieve this vision over the next decade and focuses our work into five theme areas: our community, our liveability, our environment, our economy and our leadership.

The Local Government Act requires us to review the Community Plan within 2 years of a new council being elected. The review provides the opportunity to adjust the plan to reflect changing priorities and needs, and ensure that we remain on track in delivering the quality of life and environment that Charles Sturt residents, businesses and visitors desire.

To date, we have undertaken a review of the goals and objectives set in 2013 for each theme area. We have reviewed this content against the work we have completed over the last 3 years, and our current and planned projects and priorities. Council staff, Elected Members and our community E-panel have provided significant input into the review.

As a result we have refined the 5 theme areas and their associated goals and objectives. A new vision and mission for the City of Charles Sturt as a local government organisation has also been developed.


We are now seeking community feedback on the Draft Plan, which you can view here. Your feedback will help us determine the final direction of the Community Plan.

  • II would like to ask when the measures to achieve the stated objectives will be developed? It seems to be a very incomplete document when there are objectives but no decisions about how to get there.

    Thank you for your question.

    Measuring performance is an important factor in ensuring Council is delivering on the aspirations expressed in our existing and new (draft) Community Plan. Currently, there are a significant number of performance measures in place to monitor and report on our progress towards achievement of the Community Plan objectives, these can be viewed on page 95 of Council’s current Annual Business Plan and Budget 2016/2017.

    For each theme area of the draft Community Plan 2016-2027, a success statement has been proposed and further work  is being carried out to hone these statements and identify key measures that will track performance and progress towards these.  The existing measures identified in the Annual Business Plan and Budget (referenced above) are being reviewed and will form a significant part of the new measures going forward.

    Due to the number of measures, not all of these measures will be included in the content of the new Community Plan.  Further work is to be completed in the context of the consultation period, to determine if the content of the plan will include success statements only (understanding that there are detailed measures that support these) or if there will be some key measures identified and included.  All of the performance measures will be detailed in Council’s Corporate Plan and future Annual Business Plan and Budget.  These measures are reported on publicly via the Annual Report
